Title I - Basic
Purpose: To provide local educational agencies (LEAs) with extra resources to help improve instruction in high-poverty schools and to ensure that poor and minority children have the same opportunity as other children to meet challenging State academic standards.

Title II - Improving Teacher Quality
Purpose: To increase student academic achievement through strategies such as improving teacher and principal quality and increasing the number of highly qualified teachers in the classroom and highly qualified principals and assistant principals in schools and hold LEAs and schools accountable for improvements in student academic achievement.

Title IV - Safe and Drug Free Schools and Communities
Purpose: To support programs that prevent violence in and around schools; that prevent the illegal use of alcohol, tobacco and drugs; that involve parents and communities; and that are coordinated with related Federal, State, school and community efforts and resources to foster a safe and drug-free learning environment.

Title V - Innovative Programs
Purpose: To support local education reform efforts that are consistent with and support statewide education reform efforts; provide funding to enable State educational agencies and local educational agencies to implement promising educational reform programs and school improvement programs based on scientifically based research.

Title VI - Rural and Low-Income Schools
Purpose:
To address the unique needs of rural school districts that frequently: 1) Lack the personnel and resources needed to complete effectively for Federal competitive grants; and 2) Receive formula grant allocations in amounts too small to be effective in meeting their intended purposes.
